Gpgnet install problem,help pls !

i have a very big problem,i can not install gpgnet.I have removed it,and want to install it.

The installer has encountered an unexpected error installing this package.This may indicate a problem with this package.The error code is 2869.
-I read I must reinstall windows.

Is there no way to install gpgnet without to remove windows?
I have win7.

and click on Latest GPGnet Version ~ 1.5.225
(If still doesnt work try clicking to run in compatibility mode for windows xp)
Also use this page to download the patches (do not let the game auto patch as it always mucks it up)
You do NOT need to re-install windows, that's just ridiculous.|||~>uninstalled via add and remove programs.
