Pentium 4s are poor processors in general, 3GB of RAM isn't that bad, but the video card is a mid-ranged card from 3 generations ago. The main thing is the CPU. It's capable of running the game, but you won't get good performance anywhere. My system is listed in my signature. It runs the game very well, except the loading screens stutter as well. More on that in the third paragraph.
Second, do not post your whole DxDiag on the forums. This just wastes space. There is a site called pastebin.com where you can post it and then link to it on this forum. I suggest you edit your post.
Also, the loading video stuttering appears in most Nvidia cards, perhaps AMD/ATI cards as well. It's a fact of life; the game is loading just fine. Oddly enough, I tried running the game on an Intel integrated card and the movie loading was smooth. The game ran like crap though.|||Is your memory mismatched? As in, are they from different companies? This could cause the problem.|||I know my computer's bad, you don't have to state the obvious. I'm stuck using the ancient family computer, while I've been dying for my own.

I don't believe my memory's from different companies. Can't think of a time where I've messed with it.|||I still think the problem is the CPU. Is it a dual-core or single-core? Dual-cores are greatly recommended. I have RAM from 2 different companies and the game works fine. 2 GB of Mushkin and 1 GB of some OEM RAM that came with the computer (the other OEM stick had errors and was removed). As long as they are the same type and speed and around the same timings there should be no major problems.
How long is it taking to load a level? A small 1v1 skirmish game on Spring Duel (a small map) takes about 20 seconds at most to load, while a campaign mission takes 30 seconds to a minute to load on my comp. Are your times comparable?|||I want to say it's dual, but I'm not really sure.
I only loaded the tutorial and the loading screen showed up for maybe 10 or more minutes (give or take a few) before it finally let me click to start it. Then, when the tutorial opened to the game screen, the view was panning over to the ACU, it'd run smooth for half a second, stop, run, stop, etc. When it let me take control of the units it went rather smooth without any stutter, though.|||Moving this to the Supcom2 Tech Support forums.

Single-cores won't really cut it. You could try playing the game on lowest everything, but the loading times can't really be shortened without a hardware upgrade. Sorry. But the stuttering video occurs to all GPUs as far as I know, or at least Nvidia cards, so you're not alone.
Try defragmenting the drive, it might help with loading times a bit. Steam actually has a defragmenter for its games, right-click on SupCom2 in the Steam Library, go to properties, then Local Files, then defragment the game files.|||Alrighty, I'll try the defragmenting and see if that helps any.
I'm looking at building my own computer in a few months anyway, so I'm not 100% out of luck.
